To restore them, quit Photoshop and delete new Photoshop CS4 pref.psp file.

The other method is to restart Windows in modified mode:

Quit all program-> Click on Start and type msconfig in search text box and Enter-> Click General tab and select Selective Startup and Disable All-> Select any startup item for testing the problem-> Select Services tab and choose Hide All Microsoft Services-> Now select Disable All and reselect any service for problem testing-> Click Apply and restart Windows
